Since the Treaty of Lisbon, the EU has had an express competence in humanitarian aid. This development entails numerous legal and institutional challenges, which this timely report analyses, while identifying ways to address them. This study is the sixth report SIEPS publishes in the context of its research project The EU external action and the Treaty of Lisbon.

The publication is in English and is a part of the SIEPS research project The EU external action and the Treaty of Lisbon.

Peter Van Elsuwege is Professor of European Union Law and co-director of the Ghent European Law Institute (GELI). Jan Orbie is Professor at the Department of Political Science and Director of the Centre for EU Studies at Ghent University. Fabienne Bossuyt is postdoctoral fellow at the Centre for EU Studies at Ghent University.
