“Grzelczyk gave the Court the opportunity to advance the normative debate on the meaning and implications of Union citizenship, by calling into question the link between economic activity and residence in certain circumstances (i.e., temporary economic difficulties). This gave ‘a strong appearance of case law moving away from the grant of particular rights to particular groups of (economic) actors and instead embracing a powerful mission of protection of individual rights’.
